The ontology is currently under revision by the OBO Foundry, which is why the PURL isn't resolving yet. In the meantime, the different versions are available under the Releases tab of this repository, so you can grab the latest one from there. If you'd like, I can ping you on this issue once the revision process is complete and the official version is published. Let me know and I'll keep it open until then.
