Implement the change CCLicense feature

In the current version of DSpace the administrator can change the CCLicense adopted for an item in the edit item screen.
We should provide an equivalent feature also in DSpace 7

Closing as this is fixed in 10.0 via the new "Administrative Edit via Submission Forms". The CC License can now be edited via the form.
