brute force strategy to respect max_fevals

Jacob pointed out that it would be good for testing if the brute force strategy respected max_fevals. Currently it doesn't since brute force kind of implies you want to search the whole space.

Good for consistency if brute_force implements max_fevals.

I just touched a bit of code related to this in #297, but did the opposite where brute_force gives an error if you pass max_fevals. I suppose we could actually support max_fevals on brute_force, but time_limit would be more muhc more involved, and if consistency is the argument then I don't know if that improves things.
