This task is to improve the rdla tools like rdla_filter, rdla_gui, and moonray_wedge_gif. These tools should use the scene_rdl2 api instead of text parsing to read scenes for more robustness.
moonray_wedge_gif should use oiiotool instead of imagemagick for text overlay and conversion if possible. It should also output mp4 files as well as or instead of gifs. It also might be nice to move it to the scene_rdl2 repo and rename it rdla_wedge.
