[Feature]: PM - Dashboard Team Management

User Story

As a PM, I want an onboarding-progress panel on the dashboard, so that I can see how my assigned team members are progressing (filterable by roles), how long they have been on the current step and if they are blocked/feedback/skip step should be flagged accordingly

• The panel shows onboarding progress for users with assigned paths (Requirements Dashboard HP Channels #4).
• The panel is filterable by project area / role.
