[Bug] Suspend / Resume / Pause APIs do not handle correctly pre-condition when operation can be started

When Resume API is invoked, there is no validation that actor is in SUSPENDED or PAUSED state.
Similar behavior happens for SUSPEND and PAUSE APIs, validation is not enforced.
