Client side for REST scan planning

Iceberg REST protocol supports remote planning https://github.com/apache/iceberg/blob/main/open-api/rest-catalog-open-api.yaml#L605, it'd be great for Rust to offer a client side implementation

This would to the work ongoing in the reference implementation

I'm a bit new to Rust but if anyone isn't working on this would be happy to take this up

iceberg-rust uses the iceberg-rest-fixture image for testing. Would be great to have the server side support available via the iceberg-rest-fixture and test the client side with rust.
