Using scale factors and offsets in the units, while supported by udunits, is not allowed by CF instead they need to be actual scale_factor and add_offset attributes.
I think the only place these are being used is in some radioactive activity parameters in DPM (disintegrations per minute) to convert them to Bq (disintegrations per second).
This might need some help on the hydro side to actually deal with these data.
