API V2.x - Log of meta data for a form that clients can download in the UI

User need

As a form administrator
I need to be get a report of the responses submitted to my form
So that I can double check I have all of the responses.

Design

A log of the metadata of form responses that can be downloaded in the UI, including:

• Response ID
• When it was submitted by the user
• When it was downloaded
• When it was confirmed
• It’s status in our system (available for retry to download, or deleted)
• A date and time range to select from

Proposing this gets moved to the next sprint after the upcoming one.
