Slice: Preserve trusted-host scheduler split for jedit witness

Ensure the real jedit witness uses the current Echo authority model rather than app-facing scheduler control.

Done when:

• app code submits canonical intent;
• trusted host owns package install, ingress staging, scheduler passes, until-idle policy, and fault recovery;
• scheduler control is not tunneled through dispatch_intent;
• the witness reports the authority split.
