To clarify, I don't mean adding support for multiple windows within a workspace. I can imagine there are some hairy complexities tied to that, and I think it would struggle to accommodate people's existing multi-window workflows. I have that in Vivaldi and would actually prefer to manage each window separately.
Rather, I wish that when multiple windows were open, Workspaces could at least remember which window it is managing (on startup/menu open before primary window identified, perhaps identifying "primary" by matching tab list to workspace with a little error margin on large tab lists).
I think the best UX would let multiple windows each own a single exclusive workspace. In other words, switching to a workspace active in another window would instead raise and focus that window, and new windows would have "no" workspace until given a name, else the anonymous workspace deleted on window or workspace switch.
