Do modern versions of MLT assume that all Linux users have video cards with up-to-date drivers?

I'm also not sure that using proxies or converting the videos to a raw, user-friendly format is the solution.
I don't really think updating my version 25.08 to a newer one will give me any new functionality I need in the future. Shotcut has everything and is fantastic.
But what about a new user who installs the repository package by default?
