Currently the ARRL LOTW is down for maintnance causing this weeks processing to fail. We should make all secondary services like LOTW and radio ID not fail processing.
One idea would be to hash ULS data and supplemental data separately so if one of the secondary services is down we can still process and check ULS data.
Another option might be to save the most recent version of a downloaded file so we can always reconstruct the data as we have it.
