Motivation
Paxos swaps quote a fixed 1:1 rate between USDC and the Paxos stablecoins (USDG, PYUSD). The signing service needs to recognize and accept these 1:1-priced orders so they can be signed/validated.

- Support 1:1 pricing for USDC ↔ USDG and USDC ↔ PYUSD.
