Recordly crashes on start

Describe the bug
Recordly crashes on start.

To Reproduce

1. Install Recordly.
2. It starts up. An icon shows up in the tray, then disappears because the app crashed.

Expected behavior
No crashes.

Turns out this is not a Recordly issue. I installed another app (Paper), and it was also failing to start, so it was obvious something more systemic was going wrong.

I had Cursor look into this, and it identified an ACL issue with the Programs folder. Digging in deeper, it looks like Codex for Windows broke something permission-related. More details: openai/codex#15777 (comment).
