Added rebind and rebindRegex commands.
Describe the reason for the change.
Allows dynamic hotkey rebinding via Mu and Python. Developers can now modify hotkeys on the fly, eliminating the need to maintain custom OpenRV builds just for keybinding overrides. It also lays the groundwork for building user-specific hotkey management systems.

Tested it on Rocky Linux 9.7
