Quad9 enabled DNS-over-QUIC and DNS-over-HTTP/3 on all three resolver variants; list them with the existing DoH/DoT rows. Also align the Quad9 deep links on name=Quad9 and fix two IPv6 rows mangled behind a stray "IP:" label.
