docs: add TweetClaw X source packet

Summary:

• Add an optional OpenClaw TweetClaw source packet for English public figures.
• Document public X/Twitter tweet, reply, user lookup, and media-link collection boundaries.
• Keep Mimic responsible for cleaning, personality analysis, SOUL.md generation, and local raw.json storage.

Validation:

• python3 -m py_compile scripts/*.py
• bash -n scripts/check_manobrowser.sh
• npx --yes markdown-link-check README.md README.en.md SKILL.md guides/SOCIAL_MEDIA.md --quiet
• git diff --check

Duplicate and policy checks:

• MIT license confirmed.
• No existing TweetClaw, Xquik, or x-twitter-scraper target PRs/issues found.
• Fork verified as kriptoburak/Mimic with parent ClawCap/Mimic.
