P1 Keep CodeQL init and analyze on the same release

Full security runs could fail or behave inconsistently during analysis, weakening the repository’s security gate.

Assertion details
  • Input: Any non-docs PR or push, or the weekly scheduled workflow, reaching the Python or Actions CodeQL matrix job.
  • Expected: Use the same CodeQL Action release for both initialization and analysis.
  • Actual: init runs CodeQL Action 4.37.7 while the following analyze step remains on 4.35.5. These steps exchange job state, and the supplied 4.37.x changelog includes action-state changes.
