Grts cell updates

Updates GRTS Cells

• Import updating to allow importing of other regions besides CONUS
• Updates the client side processing of the filename
  • Abstracts out the fileparsing
  • Adds sample frame id check to the regex to hopefully get that
• Modifies the guano metadata request endpoint to quickly write the file and extract the metadata from the file. Most files should be quite small so it shouldn't take a ton of time to do this.

TODO:

• Check and see if need to map NABat GRTS Cell Ids
• Check the Sample Frame Id embedded in the filename and see if that needs to be utilized in the way it currently is or if we should just ignore it in the future
• If sample frame Id numbers are used we may need a NABat Guano metadata mapping from the Name in there (Canada, Alaska) to the GRTS Sample Frame Id.
• See if multiple frame Ids need to be associated with one location/type in the GRTS Table
• Maybe Cell tables need another field like the name for the different fields as well. Like a name field for different things.
