Refactor Legislative district digest to use newest mart_gtfs_rollup

legislative district digest

• update notebook to follow district digest report
• adjust functions to work for both types of districts
• add extra color box formatting for table displayed
• make sure deduping is consistent across both reports (take in 12 months of data, select the row with more complete schedule, vp, tu data if available, even if it's not most recent)
• majority of Research Request - GTFS Digest June 2026 #2054 here. does not include testing webmaps or deploy, but legislative boundaries are added
• related to: Research Request - Update Caltrans District Level GTFS Digest #1861 (refactor functions here to work for caltrans district and legislative district)

shared_utils

• Clean up ESRI urls, update the shared_data.yml to reflect new or updated datasets
• Remove legislative crosswalk from shared_data.py, put within gtfs_digest
• Removed oudated SHN postmiles functions; the Geoportal dataset schema changed
• Follow-up to Update arcgis_query to use simpler function to read in ArcGIS datasets #2082
