fix(agent): satisfy fixed-chunk clippy lint (#248)

## Summary

- replace the two fixed-width `chunks_exact` loops rejected by Rust 1.98
Clippy with equivalent array-slice iteration
- isolate the byte transformations in small helpers so their boundary
behavior is directly testable
- cover complete buffers, empty inputs, and incomplete trailing bytes
without changing remainder handling

## Failure mode

The current stable toolchain rejects unchanged base code under `cargo
clippy --workspace -- -D warnings`. This blocks refreshed dependency PRs
#245 and #246 even though their dependency diffs are unrelated. The
baseline reproduced both `chunks_exact_to_as_chunks` errors before this
change.

## Verification

- `cargo test -p beam-agent decode_s16le -- --nocapture` (2 passed)
- `cargo test -p beam-agent normalize_bgra_alpha -- --nocapture` (2
passed)
- `cargo clippy --workspace -- -D warnings`
- `make ci` (Rust: 949 + 73 + 470 passed; web: 214 passed; all checks
passed)
- `make pre-push`
