Short description of changes

Adds workflow managed Release Announcement updating to the CI flows, to reduce the overhead of writing up the Release Announcement.

There's also a workflow to run "back fill" updates from a specific point.

Status of this Pull Request

Proof of concept (not to be merged soon) - it depends on Github continuing to offer free LLM access.

What is missing until this pull request can be merged?

The part I've not tested is what happens on merge. What it's meant to do is update the Release Announcement with just that one change and commit the updated Release Announcement.

The announcement is not accurate unfortunately. I did change some stuff e.g. the hallucinated link to the privacy policy.

It's definitely not ready for "production use". I'm more interested in whether it can be "trained" through the prompts to do better than it's currently doing.

I did review and edit the content but I didn't pick up on that.
