preferRelativeAccess and the corresponding access method are no longer supported in ocm v2 and preferably won't be. Let's discuss what this means in our case. |

Resolves
relativeOciReferenceresources when substituting OCI references in Helm values, so relative references are turned into full references.Tests added in
ociref_test.goandhelmvalues_test.gocover the relative-reference path.
