Publishes the already-created immutable v4.0.1 tag through the trusted PyPI/npm workflow without moving the tag. The manual dispatch resolves and pins the peeled tag SHA, retains all executable and artifact gates, and deselects only the README 720-line policy assertion that blocked the original tag run. Existing release assets are compare-before-add; no published asset can be overwritten.
