Aligns the render_block filter with core navigation's own pattern for injecting attributes into rendered markup. Output verified identical to the regex implementation across an 18-case attribute matrix on WP 7.0.1 (attribute order normalized). Also notes the current staged scope in planned-updates/README.md.
