This change brings the optin-builder, Twilio Opt-In Builder, project from the external project directly into the project. The addition also includes agents files (AGENTS.md and CLAUDE.md).

This change brings the original optin-builder project (Twilio Opt-In Builder) from the external project directly into the project.
